Brian Carroll joined TOBIN in 2002 and is currently Operations Director of the Building & Infrastructure (B&I) Division, having been appointed a Statutory Director and member of the TOBIN Board in 2021. A Chartered Engineer since 2008, Brian brings over 24 years of technical, operational and senior leadership experience to the company. In his dual operational and board role, he plays a central part in shaping TOBIN’s strategic direction, operational performance and long‑term sustainability.
In addition to his engineering and operational responsibilities, Brian has strengthened TOBIN’s leadership and governance capability through formal executive education. He holds a Diploma in Business Management from the Irish Management Institute (IMI) and a Certificate in Corporate Governance, qualifications that strongly underpin his strategic decision‑making, risk management, corporate oversight and board‑level contributions. These competencies support his focus on aligning operational delivery with organisational strategy, governance best practice and client value.
As Operations Director, Brian holds overall responsibility for the performance, growth and delivery of TOBIN’s Building & Infrastructure Division. He provides strategic and operational leadership to a multidisciplinary team of over 75 professionals, including Civil and Structural Engineers, Health & Safety Specialists, Quantity Surveyors and technical experts. Brian is widely recognised for his collaborative leadership style, fostering high‑performing teams, mentoring emerging leaders and promoting a culture of accountability, technical excellence and continuous improvement. Over the past decade, he has been instrumental in the sustained growth, capability development and market positioning of the B&I Division, ensuring it continues to deliver complex projects efficiently while maintaining the highest professional standards.
Brian has extensive experience in the project management, detailed design, monitoring and delivery of civil engineering and building projects across both the public and private sectors. His project experience spans residential, commercial, aviation and large‑scale sports facilities, with involvement from initial concept and planning, through procurement, tendering and contract negotiation, to construction and final handover. He is particularly adept at managing complex stakeholder environments, balancing technical, commercial and programme demands while maintaining strong client relationships.
He has played a pivotal leadership role in delivering a number of high‑profile, technically complex projects, including the Dexcom Stadium and High‑Performance Centre, as well as multiple aviation projects in the Shannon region along with multiple Residential and Commercial projects.
